Delegate Capito moved to amend the bill by striking out the title and substituting therefor a new title, to read as follows:

H. B. 3354 -- “A Bill to amend and reenact §8-12-5 of the Code of West Virginia, 1931, as amended, relating to the power and duties of municipalities; authorizing municipalities to combine operations with other municipalities and counties to provide governmental services; removing authority for regulation of keeping gunpowder and other combustibles; and clarifying that a firearm violation is a violation of only state law.”
